Education: University of Buenos Aires (1961). Administrative Law graduate course at the University of Rome, Italy (1969-1970). Full professor of Constitutional Law at the Universidad de Belgrano until 1986. Full professor of Administrative Law at the University of Buenos Aires until 2000. Professor at the Administrative Law Graduate Program, University of Buenos Aires School of Law. Participated in a number of administrative law congresses in Argentina and abroad. Participated and lectured in a number of forums and congresses abroad related to ombudsman issues.
Experience: Federal Judge of First Instance on Administrative Matters in Buenos Aires (1974-1978). Member of the Antitrust Commission (1980-1984). Member of the Board of Directors of the Buenos Aires Law Bar (1986-1988). Second adjunct to the Argentine Ombudsman (1994-1999). First adjunct to the Argentine Ombudsman (since July 2000).
Member: Buenos Aires Law Bar. Administrative Law Institute at the National Academy of Law and Social Sciences.
